Extortionist nabbed
ITANAGAR, Apr 01: The Doimukh police along with 2nd and 3rd IRBn personnel led by investigative officer SI Bumchu Krong under the supervision of the senior officers launched a search operation on March 31 night and nabbed one extortionist namely Ajmal Ali of village Dharampur No. 1, under Laluk police station in Lakhimpur district Assam in connection with Doimukh Police Station case no. 11/14 U/S 385/511 IPC.
Earlier, one Neelam Rani, w/o Neelam Nido of Doimukh had lodged an FIR on March 24 stating that an unknown caller had called her on mobile phone and demanded Rs 10 Lakh and threatened that if she fails to fulfill the demand, the caller will destroy her house and her family.
Launching the investigation, the IO of the case SI Bumchu Krong first obtained the CDR of the caller and meticulously traced the probable locations of the extortionist in and around Doimukh. On the night of March 31, Krong along with IRBn personnel launched searched operation and nabbed the extortionist. The police also recovered the mobile handset and sim card he used in the extortion call. The accused has been produced before the CJM Yupia and is under police remand, according to release issued by SP Mari Riba.

ITANAGAR, Apr 01: Bharatiya Janata Party (BJP) Arunachal unit today expressed regret to those people who could not take part in yesterday’s Narendra Modi rally held at IG Park, Itanagar. Due to the obstruction created through various means by the ruling Congress party workers and leaders in the state capital at various places, BJP supporters could not participate in the rally, claimed BJP in a release.
“Time has come for people of state do away with cheap party politics prevailing upon and we need to replace it with good politics for good governance for our better tomorrow. Unless we create atmosphere prevailing money culture will ensure that progressive Arunachal will remain a distant dream only,” BJP further stated.

ITANAGAR, Apr 01: Many Crorepatis are all set to dominate the ensuing assembly election in Arunachal Pradesh.
The politicians of this hilly state, where resources are meagre and infrastructure is poor, are becoming rich day by day and reaching to the Assembly without any hurdles.
A survey conducted by Arunachal Pradesh Election Watch and Association for Democratic Reforms (ADR) reveals that 91 crorepatis and 11 candidates with criminal background are contesting in the upcoming Assembly Election in Arunachal Pradesh.

Tuki flays Modi, says BJP lacks guts to face Cong
ITANAGAR: Apr 01: Chief Minister Nabam Tuki today reacted strongly to BJP Prime Ministerial candidate Narendra Modi’s verbal attacks on the ruling Congress Government in Arunachal Pradesh, saying BJP is one of the most unsecured parties in the poll fray for the ensuing Parliamentary and Assembly polls in the state.
In an election rally at Itanagar on Monday, Modi had thrown a slew of allegations on the Congress even questioning the victory of Tuki unopposed from Sagalee Assembly Constituency. Addressing a series of election rallies at Pongchau, Longding, Khonsa and Changlang in Eastern Arunachal, Tuki said Modi should have talked about his policies and programmes for the country and particularly for the North East and Arunachal Pradesh instead of resorting to rhetoric and doing what he does best – mudslinging.
“Our victory in eleven Assembly Constituencies unopposed has shaken the already dwindling foundation of BJP in Arunachal Pradesh and it was evident from Modi’s address at Itanagar. Instead of putting his house in order, Modi alleged the Congress of forcing the Opposition to submission.
Those who withdrew their nominations were their (BJP’s) candidates. Why doesn’t Modi ask his candidates? It’s a simple logic. BJP has no base here to garner enough guts to face their Congress opponents,” he asserted. With pun intended, Tuki expressed surprise over distribution of tickets by the BJP in the state. He pointed most of the tickets were given to those, who were actually Congressmen but for some reason or other were denied Congress tickets.
“In a scenario where each and every member of the society, particularly in the political circle, is a Congress man or woman, how can the BJP dream of winning?” he questioned.
Tuki visibly didn’t take lightly, Modi’s threat to him, when the later allegedly said at the Itanagar rally that ‘there would be nobody at Delhi to save him (Tuki)’.
“This kind of unwarranted threat to an individual is not expected from a person who dreams of becoming the country’s Prime Minister. Such speeches filled with threats will only divide the society,” he said while cautioning that with such kind of attitude Modi, if he happens to become the Prime Minister, will divide the country into several parts.
Reiterating the dominance of Congress in the state, Tuki, in his inimitable style, added, “Haath (hand) will be always there as a part of the human body to work but the flower (Lotus), just a thing of beauty, will dry up in a couple of days!”

Postal ballot for polling personnel begins at Tezu
TEZU, Apr 01: 342 government officials, who will be on election duty on April 9, have cast their votes today through postal ballots in Tezu at School Auditorium of Government Higher Secondary School, Tezu.
The end date of casting votes through postal ballots has been fixed on 8th April till the departure of polling officials to their respective polling stations assigned to them for the conduct of Lok Sabha and Assembly elections.
"Tomorrow we have postal ballot voting for police personnel. This will be an ongoing process till April 8," said Dr. B.M. Mishra RO cum DEO, Tezu.
The date of postal ballot voting till April 8 will provide more time and opportunity to the government officials to vote in the elections, making them exercise their ‘right to vote’ without compromising on election duties.

The infant Himalayan state Arunachal Pradesh which is more popularly known as the land of the rising sun is going to the twin Parliamentary and Assembly polls on 9th April. But already 11 Congress candidates including the former Chief Minister Nabam Tuki have been elected unopposed for their great and unprecedented contributions towards their respective constituencies. We join the people of these constituencies in congratulating the elected candidates. Perhaps this is for the first time that so many ruling party members had been elected unopposed. The happiest people in these 11 constituencies are the poll officials who will not go through the rigours of the strenuous electioneering process. Of course, the candidates and their supporters and relatives are already celebrating. Needless to say these elections in Arunachal are akin to the many festivals the tribals of the state celebrate. Coincidentally, Mopin, the most popular festival of the Galos will be celebrated a few days before the polling day. In Arunachal Pradesh, election means feasting, drinking, singing and dancing. The entire atmosphere resembles a festive ambiance. The voters hop from one candidate’s camp to another and enjoy the freebies like sumptuous meals, meat and drinks. Only one week is left for the polls but nobody can say who is likely to win the election because the same voter can be spotted at all the candidates’ places merrily feasting and drinking. Animals like buffaloes, mithuns, pigs, cows, goats, chickens etc are killed for meat in large numbers just as they do during the festivals. Another interesting feature of Arunachal election is that the clan to which the candidate belongs matters a lot. The larger and stronger the clan in all respects the better for the contesting candidate. However, the impact of money is so much in Arunachal election that poor candidates stand no chance. This is a bitter truth. The fault doesn’t lie with the candidate here but with the voters. The voters unabashedly demand cash from the candidate in return for their votes. This has become a sad trend. The scenario is the same both in the Towns and the villages. The directives and corrective measures imposed by the powerful ECI have little impact on this practice. However, the electoral reforms brought about by the ECI over the years have greatly improved the ambiance and the candidates are very cautious these days so as not to violate the election codes of conducts and strictures issued by ECI.

Tawang, April 1: The process of 2nd phase of randomization of EVMs for the entire district of Tawang was completed on March 31 in the presence of the General Election Observer Tawang district S S Pattanashetty, District Election Officer Abhishek Dev, SP Tawang Nupur Prasad and the representatives of Political parties contesting in the elections.
Explaining the process of randomization and its purpose, Pattanashetty mentioned that randomization is being carried out to allocate EVMs (Control Units & Ballot Units) randomly to the polling stations. This ensures transparency in the allocation of EVMs to the polling stations.
Monitoring the randomization procedure, the Observer also enquired about the grievances/complaints of the candidates. “Carry out campaign in a good spirit and all the candidates/political parties should respect each other’s campaigning process. For any complaints, call the DEO Office helpline number and seek support of the FSTs and the police,” said the Observer.
He also urged the representatives of the candidates/political parties to provide complaints, if any, on paper for further course of action as per law.
The candidates/representatives responded positively to the suggestions and promised to uphold the guidelines of the ECI. They were also provided with the randomized list of EVMs along with polling stations of the district.

Highlighting the guidelines on the role and responsibilities, the General Election Observer Pattanashetty disclosed that Micro Observer has a special job profile created under the guidelines of ECI and asked all to oversee the overall election process of the polling booths assigned to them and keep in touch with the General Election Observer. “It is a matter of pride to be involved to participate in this mammoth exercise of franchise. So do your job honestly, sincerely and have the pride of participating in this election event,” said Pattanashetty. He further briefed the gathering about their roles on the day of poll right from the Mock Poll to the reception of EVMs at the strong room. Since election is the overall responsibility of all the election machineries, he appealed everyone to be conversant with laws and rules related to election on the day of poll as per the detail guidelines made available to them.
Earlier, the DEO Tawang Abhishek Dev gave a presentation on the role & responsibilities of micro observers. Addressing the micro observers, Dev impressed on the need for collective effort for successful conduct of the ensuing Parliamentary & Assembly polls. He further urged the officials to get themselves acquainted with the process of simultaneous polls (assembly & parliament) and to be very certain about the statutory guidelines of the ECI.
In an effort to make the April 9 Parliamentary & Assembly elections in the district a grand success, the preparations are on in full swing with the Election Officials/staffs of the district engaged in different phases and parts of the poll process.

Randomization of EVMs done, commissioning underway
PASIGHAT, Apr 1: While the Parliamentary and Assembly elections are knocking the doors, DEO Nidhi Srivastava is tirelessly guiding and closely monitoring all the administrative machineries to ensure free, fair and peaceful polling in the district.
As a part of homework, she conducted randomization of EVMs in presence of the Parliamentary Election Observer Ankur Gupta, General (Assembly) Observer HK Behera and representatives of contesting political parties on Monday. DIO (NIC) Rahul Kr. Gautam carried out the randomization process while DEO Nidhi Srivastava highlighted about the aims and objectives and process of EVM randomization. In course of the randomization, polling booth wise EVMs were allocated and copies of randomization were given to the representatives of political parties, present there.
After randomizations of polling personnel and EVMs, commissioning of EVMs process started for 153 polling booths of Parliamentary election and 134 polling booths for four assembly constituencies. The entrusted officers/officials are toiling for commissioning the EVMs round the clock on a war footing to ensure that everything is cent percent correct. Notably there will be no vote cast in Mebo in assembly election, as the INC candidate from this constituency has already been elected unopposed. As soon as commissioning process is over, all the EVMs will be kept in the strong room under the watchful eyes of the DEO Srivastava.
Meanwhile, intensifying the MV checking in the township, Magistrate Jummar Bam (EAC) and DTO Chakfa Wangsu along with police forces put up NAKAs at various places and many violators were fined. Many vehicles from outside the state were also seized and few of them were released after realizing fines from them. DTO Wangsu observed that many vehicles are being used as transport vehicle without having requisite documents like professional Driving License, Plying Permit, Fitness Certificate, First party Insurance and Road Tax clearance etc which are compulsory as per the MV Act 1988 U/S 3/181, 66/192, 56/192, 146/196, 39/192. Development process should not be hampered
Dear Editor,
This is in response to news item published on 31st March under the headline “Assembly Secretariat accused of delay in releasing fund for construction of new building.” I was expecting assembly secretariat to come out with some sort of clarification in this regards, but I did not find any of it in today’s paper.
It’s baffling to know that assembly secretariat is not releasing fund in time which is causing delay in construction of prestigious new assembly building. Such act from them is not expected. Everyone knows that new assembly building project has already been delayed many times and if fund are not released in time, this project will get more delay. I on behalf of the people of Arunachal would like to appeal assembly secretariat not to become stumbling block in the development process and extend every possible support to constructing agency so that prestigious project is completed on time.

India is heading for general election, which will decide which party is going to get clear majority in the parliament. As part of preparation for the big political battle, all the parties seem to be ready with their campaigning strategy and issues.
There are many issues like corruption, inflation, LPG subsidy, and hike in petrol prices – which could put voters in puzzles to decide their right candidates.
The year 2012 was full of high voltage political activities, since the beginning of year with ‘Jan Lokpal Bill’ movement creating wave across the country. Nation witnessed intense campaign by Anna Hazare and Ramdev for the passage of said bill. There were many rounds of talk between civil society members and UPA government to finalize the bill but result was not concrete.
Arvind Kejriwal, the most active member of India Against Corruption rose to limelight by raising issues of corruption against Congress leader Salman Khurshid’s trust and then BJP President, Nitin Gadkari’s companies. Kejriwal formed Aam Aadmi Party and is facing 2014 general election. He has been quite successful in raising many issues concerning public.
Major political parties – Congress and BJP are working hard to reach to the voters. There are allegations everywhere as general election is round the corner. This time the issue of corruption, high petrol price, cap on LPG cylinder, inflation, etc., are going to change the political scenario of country. And those are not good sign for major political parties of India like Congress and BJP.

India facing inadequate supply of affordable housing
As government policies and resources have not been able to keep pace with the rising population and urbanization, BRIC nations such as Brazil, China and India are now facing inadequate supply of affordable housing. This has been found by team of researcher of University of St. Andrews.
While the affordable housing supply has failed to keep pace with the economic development, rising income inequalities and tendency for housing costs to rise faster than income have posed major difficulties for younger and poorer households in finding adequate homes. The housing supply is especially sluggish in Brazil and India. This is a result of factors such as patterns of land ownership and speculation, lagging infrastructure provision, inadequate developer funds, and long delays in the planning system and excess demand facilitating corruption in some places. In India housing remains high on most lists of basic human need and rights. After May 16 whichever party comes to power at New Delhi has big task ahead of them. They should take this report seriously and work towards providing home to the poor citizens.
